In late 1949, after the first Soviet atomic test, the US Air Force asked MIT physicist George Valley to assess American air defenses. His Air Defense Systems Engineering Committee (ADSEC, the “Valley Committee”) reported back on 24 October 1950 with this document: thirty-five pages that found the existing radar network could stop almost nothing, and recommended wiring the radars into an automated, computer-directed system instead. Everything on this site’s [SAGE page](https://coldwar.tech/systems/sage) descends from this report.

## What to look for

The report is a period piece that really shows the state of mind in the country at the time; it argues from first principles that human plotting boards cannot keep pace with jet bombers, walks through the arithmetic of intercept direction, and commits to showing digital-computer intercept control experimentally by 1 February 1951, a promise the Whirlwind computer kept that spring. The scan carries its original security stamps and the archive inventory markings.

**A note on rights and copies.** A work of the United States government, declassified and in the public domain. The scan is the copy preserved on the Internet Archive.
