The third act of the arc that began with the [empty-handed 1965 search](https://coldwar.tech/archive/documents/cia-troposcatter-search-1965): by February 1969 the National Photographic Interpretation Center could publish a Basic Imagery Interpretation Report on the troposcatter facility at Dudinka itself, the one town of the original three that the [March 1966 count](https://coldwar.tech/archive/documents/cia-troposcatter-types-1966) had not yet caught. Three pages, filed under “Deployed Comm/Elec/Radar Facilities, USSR.”

Taken together, the three documents are a time-lapse of intelligence catching up with construction: a tip in 1965, a fifteen-site inventory in 1966, a routine per-facility report by 1969. By then the Север line was operational and Dudinka was just another entry in the deployed-facilities file.
