The Reagan administration’s public assessment of Soviet strategic defences, issued October 1985 over the signatures of the Secretaries of Defense and State. On over-the-horizon radar it states: ‘Two over-the-horizon radars directed at the US ICBM fields also could give 30 minutes warning.’ A period Western document crediting Kuzminsky’s radars with a warning role at the same time Soviet commissions were deciding they had failed.
