Ukrainska Pravda’s 2018 on-site investigation of the Rozsudiv PTPI - the temporary detention facility for foreigners and stateless persons that has occupied part of the former Liubech-1 garrison since 2008. Director Yevhen Soulian on record: the largest of Ukraine’s three such centres, capacity 208 (205 held at the time of the visit), citizens of 29 countries - most from Pakistan, Russia, Bangladesh, and Vietnam; some 2,500 people passed through in its first decade; roughly 40 per cent are never identified; six-month initial terms, 18-month maximum. The road in is still the concrete-slab track locals say was laid in the Chornobyl-accident years. The State Migration Service’s own facility list confirms the site and its transfer to DMS management (Cabinet Order No. 370-r, 27 April 2011).
